Google Earth Enterprise Portable is designed to allow organizations the ability to use Google Earth offline.  This comes in handy in emergency management situations where first responders may be in the field without Internet access.  Sean Wohltman, a geospatial engineer with Google, has step-by-step instructions on how to prep and download data based on a specific geographic extent.
